Bainville RV Searches Yield Drug Charges

A recent search in the parking lot of the Roosevelt County Courthouse of two recreational vehicles has resulted in drug and other charges against two out-of-state men and a woman who police say would not leave a rancher’s property in the Bainville area.

Daniel Livingston, 55, Kelly Piland, 55, and Cindy Strand, 53, all of the state of Washington, were arraigned before Justice of the Peace Penny Hendrickson in Culbertson and are being held at the Roosevelt County Jail on $50,000 bond each.

Livingston is charged with criminal possession of dangerous drugs and criminal possession of dangerous drugs - marijuana (less than 60 grams).

Piland is charged with criminal possession of dangerous drugs, criminal possession of dangerous drugs - marijuana (less than 60 grams), failure to exhibit/ produce registration and obstructing a peace officer or other public servant.

Strand is charged with criminal possession of dangerous drugs and obstructing a peace officer or other public servant.

The Roosevelt County Sheriff’s Office said Livingston, Piland and Strand were arrested in the Bainville area after sheriff’s deputies responded the night of May 2 to a report of a possible scam occurring on a rancher’s property.

The sheriff’s office said the Bainville-area rancher had asked Livingston, Piland and Strand to leave his property.

The sheriff’s office said a deputy located a motorhome on the rancher’s property and identified the three suspects inside.

The sheriff’s office said after an on-site investigation, Livingston, Piland and Strand were arrested May 2 and one motorhome and a camper were seized.

A search warrant was sought and obtained for the two RVs and they were searched May 4 in the courthouse parking lot, near the steps of the sheriff’s office.
